On the index HLDI uses, where 100 represents the fleet-wide average, the ZL1 scores 3,949.

How Insurers Actually Measure This
The baseline HLDI works from is 0.45 theft claims per 1,000 insured vehicle years across all 2022-24 passenger vehicles. A score of 1,000 means a vehicle is stolen at roughly ten times the rate of a typical car on the road.
The Vehicles Topping the List
Right behind the ZL1 is the Acura TLX all-wheel-drive sedan at 2,138, followed by the standard Camaro coupe at 1,287. After that, the list tilts hard toward heavy-duty pickups.
Pickups Are Where the Real Money Is
HLDI’s category breakdown shows pickups filing theft claims at 0.91 per 1,000 insured vehicle years, roughly double the all-vehicle average, with theft claims averaging $66,984 in losses.
What’s Almost Never Stolen
The report found the Tesla Model 3 posts the lowest theft claim frequency in the entire study, at just 1% of the all-passenger-vehicle average.
